As of 1:25 p.m. EDT the Dow is up 89 points, or 0.59%, to 15,181. The S&P 500 (SNPINDEX: ^GSPC  ) was up 0.87% to 1,648.

The gain owed to a large shift in the percentage of small-business owners who expect the economy to improve, as well as gains among those who expect a rise in real sales and employment. The shift in sentiment is helping the Dow continue its slow, steady rise. The Dow is up 16% this year and 19% over the past year.
